[cvs] Root user can't upload

Description
cvs make check fails for root user not being able to upload, similar error is also reported during cmake's dashboard test.

Rebuilt using configure option --enable-rootcommit. If/when Haiku gets multi-user support this will probably need to be update to not use that option.
