[gettext] fails make check for 1 test and skips 31

Description
Make check failed 1 test and skipped 31, but passed the rest, I think it was over 200 tests. Let's see if we can fix the failure and check the 31 skipped tests ti see if any of those need to be addressed as well.

Many of the skips are not to be concerned with - there's a few that assume Haiku doesn't have glibc functions; but the rest are related to C#, TCL, Java that we don't have or don't configure with.
