Jorge currently has access to modify it. Basically someone else can copy+paste the source of that page, work on it locally, and then attach the updates to this ticket. From that point, Jorge will be requested to upload it.
Ok, for the sake of being honest and open, something like this might be useful:
The BeOS port is effectively dead, due to dependencies required by trunk and lack of developer interest in BeOS as a platform. The BeZilla? Team is now supporting Haiku as their platform of choice. Blurb about how Haiku is more than BeOS and not a simple re-implementation. Haiku is not yet recognized as an official build platform. BeZilla? Team has not attempted building trunk, due to missing Cairo. A port is in the works and needs attention from additional developers. Currently, unofficial & non-branded binaries of branch 1.8 are available for Haiku under the name BeZilla?[Browser|MailNews?|Calendar|Suite].
Text to this effect can have a negative impact on our efforts. But I personally would rather be upfront and honest.

Moved to bugzilla github page.

Who has access and permission to edit the site? Letting anyone at it may not be a good idea. Also, what image do we want to convey; have we given up on Moz3, or are there efforts to fix dependency issues?
I would suggest that this ticket be used to plan out how to proceed before any changes are made at the mozilla site.
