Port the current version of APR using flock_server for flock()

That ticket was probably filed for BONE at the time.
It is not relevant for the Haiku port by Ingo and me.

I thought HaikuPorts? (by the way, is the binary still going to be called beports?) , would only focus on Haiku and just drop all the other BeOS derivates.
