Haikuporter cannot build Public Domain licenced ports due to lack of licence file

Description

Public Domain realistically means there is no licence, and there is no corresponding licence file installed in Haiku.

This means you can't currently build these ports.

SQLite is Public Domain, check it's license directory for how that one was handled. If you can find a good definition that could be used to create a Public Domain license file please attach it to this ticket and we can get it added.
