Mail scottmc at haikuports -at- scottmc.com with a preferred username, subject line join haikuports. He will create an account for you. It is also recommended that you join the mailing list(s).

SVN access is earned, so until then you can attach patches and bep files to related trac tickets. If there isn't a trac ticket for the port you are working on you can open a new trac ticket for it, and attach your work there.
